Licensure/Certification Disclosure
Minnesota State Mankato complies with U.S. Department of Education requirements regarding professional licensure disclosure and enrollment in professional licensure programs, in all modalities.

What is a Professional Licensure Disclosure?
A professional licensure disclosure is a requirement by the U.S. Department of Education for all colleges and universities to communicate publicly and directly to prospective and current students about academic programs that meet or do not meet the education requirements for specific professional licensure for each state and U.S. territory regardless of the delivery mode of the program. The regulations are published in the Code of Federal Regulations, CFR §668.43, section (a)(5)(v) and section (b).
In addition, starting on July 1, 2024 34 CFR 668.14(b)(32) requires all programs that prepare students for occupations requiring programmatic accreditation or state licensure to ensure that new program entrants (students), are located in a state or territory for which the program meets requirements if they are not enrolled in face-to-face instruction or have not documented an intent to seek employment in a state or territory for which the program meets professional licensure requirements.
Minnesota State University, Mankato will determine location for purposes of professional licensure disclosure based on MNSU policy. Location for professional licensure program enrollment does not impact tuition and fee assessment, which is based on separate definitions per the Office of Registration and Academic Records.
How is My Location Determined for Professional Licensure Programs?
A prospective student’s location and initial point of enrollment is determined by the University Licensure Disclosure Policy, which relies on students to maintain accurate location information and update it as needed through the MNSU student e-services portal.
What if I’m not in a “meets location” state but want to enroll in the professional licensure program?
- Students whose location is not in a state or territory for which the MNSU program meets requirements may submit a letter of intention stating that they plan to seek licensure upon graduation in a state for which the Minnesota State Mankato program meets requirements.
What if my program is online?
Minnesota State University, Mankato is a member of the National Council for State Authorization Reciprocity Agreement (NC-SARA), which allows us to provide distance learning programs and coursework to residents of states other than Minnesota. The only state that is not a member of SARA is California. NC-SARA membership, however, does not grant reciprocity or exempt us from state professional licensing requirements and disclosures as described on this page.
We will determine location based on the University Licensure Disclosure Policy. After July 1, 2024, admission to online licensure programs will take into account student location and whether the MNSU program meets requirements where the student is located as described on this page. Students already enrolled in these programs prior to July 1, 2024 may continue their programs regardless of location.
What if the requirements in a state or territory change after I start a Licensure Program?
Students who plan to pursue licensure outside of Minnesota should be aware that state licensure requirements are subject to changes. While a program may originally meet the educational requirements for licensure, changes in requirements could impact the program's ability to meet any new educational requirements. Students should always check with their state licensure board to confirm licensure requirements.
MNSU will notify students of any changes in licensure eligibility within 14 days of a student submitting a new location via the student records process.
Students who start in a licensure program can stay enrolled in that program regardless of subsequent changes in requirements in their location.
What if my location changes after I started a Licensure Program?
Prospective and current students should keep in mind that licensing and authorization requirements vary by state and that relocating to another state while working toward licensure program completion could impact whether the program will meet the eligibility requirements of that state.
If you are considering relocating and are planning to enroll or are currently enrolled in a licensure program at MNSU Mankato, please do the following:
- Update your location in your official student record via MNSU e-services
- Contact your program coordinator or director to check on authorization and licensure eligibility requirements in your new location
MNSU will notify students of licensure eligibility within 14 days of a student submitting a new location via the student records process.
Students who are enrolled in a licensure program and relocate during their course of study may complete the program regardless of licensure compliance in their new location.
Does My Program Meet Requirements for Licensure in My State?
Each state and territory may have different professional licensure and certification requirements. Other licensure requirements may include professional examinations, background checks, years of work experience, fingerprinting requirements, etc. The state professional licensing boards make the ultimate decision as to whether or not an individual will be eligible for licensure based on the rules and regulations in place at the time the individual submits their application for licensure.
Minnesota State University, Mankato is required to determine if a program’s curriculum meets or does not meet a state’s educational requirements for licensure or certification in the state in which a prospective student is located or the state in which a student documents that they intend to seek employment. This determination is disclosed below for each program that leads to licensure or certification and provides notice to potential students to review prior to enrollment.
If a student is completing a professional licensure that student’s location may be considered as “Minnesota” for purposes of licensure disclosure only and does not impact how tuition and fees are determined.
Students may enroll in one of the listed programs if they are located in states or territories in which the program meets licensure requirements or if they are taking a program that includes coursework that occurs in person at a Minnesota State University, Mankato campus or teaching site in Minnesota.
Students who are located in a state or territory for which the MNSU, Mankato program does not meet or has not been determined to meet requirements can enroll if they submit a letter of intention indicating that they plan to seek employment or licensure in a “does meet” state or territory.
Students who change locations while pursuing a licensure program may remain enrolled and complete the program regardless of whether the new location is in a “meets requirements” state or territory.
