Federal American Rescue Plan (ARP) Act Information

The Federal American Rescue Plan (ARP) Act includes an additional allocation to the Higher Education Emergency Relief Fund (HEERF III). Student grants made under HEERF III can be used for any component of the cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care.

Higher Education Emergency Relief Fund III

The total allocation for Minnesota State University, Mankato through Section 314(a)(1) of the ARP Act is $25,920,540; $13,050,951 of this funding is to be used to provide Emergency Financial Aid Grants to students.

Senior administration at Minnesota State University, Mankato proposed a distribution strategy for $13,050,951 in Emergency Financial Aid Grants under Section 314(a)(1) of the ARP Act that prioritizes students with exceptional need. This distribution strategy aligns with guidance from the United States Department of Education, is endorsed by Minnesota State Mankato Student Government, and is approved by the Minnesota State Colleges and Universities Chancellor’s Office. Approximately 86% of the student aid portion of HEERF III was allocated for automatic payments to eligible students and approximately 14% was allocated to support an application-based emergency grant program.

Student Eligibility

Automatic Payments - To be eligible for the automatic payment, students must meet all the following criteria:

Enrolled in at least one semester course for the semester in which the automatic payment was issued for that semester (Fall 2021 and/or Spring 2022 semester). Students enrolled in all non-credit courses are not eligible for this funding.
2021-2022 Free Application for Federal Student Aid (FAFSA) valid Expected Family Contribution (EFC) of $0 to $12,000
US citizen, eligible noncitizen, or received State of Minnesota DREAM Act State Grant award (not International),
Not incarcerated,
Not a Postsecondary Enrollment Options (PSEO) student,
Not a concurrently enrolled high school student,
Not a Senior Citizen receiving a tuition discount rate,
Not receiving a Minnesota State employee tuition waiver benefit,
Not receiving funds from the Governor’s Emergency Educational Relief (GEER) program.

Receiving the automatic payment

Payment will be delivered as a direct deposit, according to your current authorization, which you may set up, review, or update through Student E-Services. Direct deposit is the quickest and most secure method for receiving these funds from the University.

If you do not have an active direct deposit authorization, payment will be issued as a check and mailed to the current permanent address on your student record with the University. If this check is not cashed within the designated timeframe, the check will be cancelled and the eligibility for these funds may be forfeited. So, it’s important you review your permanent address on E-services to ensure we have the correct address and for you to watch your mail.

Student Notification

Students scheduled to receive automatic payments provided by HEERF III funding were notified in advance through an email communication to their official university email account. This communication outlined the purpose of the payment, the amount paid, FAQs about the payment, and a link to this website for more information.
