Federal Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act Information
The Federal CRRSA Act includes an additional allocation to the Higher Education Emergency Relief Fund (HEERF II). Student grants made under HEERF II can be used for any component of the cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care, prioritizing students with exceptional need.
Higher Education Emergency Relief Fund II
The total allocation for Minnesota State University, Mankato through Section 314(a)(1) of the CRRSA Act is $10,072,791; at least the same dollar amount required under the Federal CARES Act is to be used to provide Emergency Financial Aid Grants to students.
Senior administration at Minnesota State University, Mankato proposed a distribution strategy for $4,544,481 in Emergency Financial Aid Grants under Section 314(a)(1) of the CRRSA Act that prioritizes students with exceptional need. This distribution strategy aligns with guidance from the United States Department of Education, is endorsed by Minnesota State Mankato Student Government, and is approved by the Minnesota State Colleges and Universities Chancellor’s Office. Approximately 90% of the student aid portion of HEERF II was allocated for automatic payments to eligible students and approximately 10% was allocated to support an application-based emergency grant program.
As of March 29, 2021, Minnesota State University, Mankato distributed HEERF II automatic payments totaling $4,072,475 to 4,741 eligible students.

Student Eligibility
To be eligible, students must meet all the following criteria:
- Enrolled in at least one spring semester course,
- US citizen or eligible noncitizen (not International or DACA status),
- Not incarcerated,
- Not a Postsecondary Enrollment Options (PSEO) student,
- Not a concurrently enrolled high school student,
- Not a Senior Citizen receiving a tuition discount rate,
- Not receiving a University employee tuition waiver benefit.
Student Notification
- Students scheduled to receive automatic payments provided by HEERF II funding were notified in advance through an email communication to their official university email account. This communication outlined the purpose and amount paid and provided information regarding a forthcoming application-based COVID-19 Emergency Grant program to cover additional expenses.
- Students were notified of the availability of the CRRSA Act COVID-19 Emergency Grant application through an email communication to their official university email account; emergency grant information that includes the link to the application was published on this webpage.
